Brief : Lisbon adopts 2021-2030 National Climate and Energy Plan

In December, 2019, the Portuguese government adopted its national energy and climate plan (NECP) for the 2021-2030 period. The document is a response the 2015 Paris Agreement and sets out the steps required to achieve carbon neutrality by 2050.

The Portuguese roadmap provides for a 47% share for renewable energy sources and a 35% reduction in primary energy consumption by 2030, as well as a 45-55% reduction in emissions on 2005 levels. Lisbon is putting energy efficiency to the fore in “decisions relating to energy sector investment projects (…) experience shows that the energy efficiency challenge is at least as difficult, if not more difficult, than that of renewable energy,” as the documents states.
